Scope

Expanded the canonical Quartz content root using the GIPTA source document collection.

A private pre-change backup was created before implementation.

Implementation boundary

The published Quartz content root is the active canonical content root. The retired SBAS vault was not used as an implementation target.

Non-overlap decisions

• GIPTA was added as a program/source/testbed/governance layer, not as a duplicate SBAS explainer.
• Existing ASEAN adoption, governance, barrier, demand, and service-model notes were patched rather than recreated.
• Indonesia and Philippines country notes were strengthened with source-linked GIPTA evidence rather than duplicated.
• Ambiguous “ASEAN-ABAS” material was isolated in ASEAN ABAS Concept with explicit metadata ambiguity.
