WRC-27 and GNSS-SBAS Spectrum Protection

This note captures the spectrum-governance issue raised in GIPTA material. It does not summarize all WRC-27 agenda items.
Working definition
WRC-27 matters to GNSS/SBAS because aeronautical safety-of-life services depend on protected radio spectrum and on national participation in ICAO/ITU preparation channels.
ASEAN implementation relevance
For ASEAN SBAS planning, spectrum protection connects technical feasibility, RFI monitoring, state delegation positions, and operational continuity. It is therefore a governance and safety prerequisite, not a side topic.
Boundary
Final WRC-27 outcomes must be checked against official ITU/ICAO sources. The GIPTA material is a workshop awareness and preparation source.
