ASEAN SBAS Testbed to Operational Service

Scope status

This note explains the transition problem between testbed/simulation work and operational service. It does not claim that the transition is complete.

Core distinction

A testbed can support feasibility, training, data accumulation, ionospheric monitoring, and SBAS message simulation. Operational SBAS service requires a different level of safety assurance, governance, procedure approval, spectrum protection, continuity commitment, and institutional ownership.

GIPTA-supported transition steps

  • GNSS analyzer deployment and data sharing
  • low-latitude ionospheric environment survey
  • SBAS message simulation
  • guideline / feasibility / master-plan work
  • capacity building for operators, policymakers, and engineers

Remaining operational gaps

  • service provider and liability model
  • regional or national certification pathway
  • validated ionospheric threat model for ASEAN conditions
  • RFI monitoring and response model
  • funding and user-fee arrangement
  • aircraft equipage and procedure rollout strategy
