ASEAN SBAS Testbed to Operational Service
Scope status
This note explains the transition problem between testbed/simulation work and operational service. It does not claim that the transition is complete.
Core distinction
A testbed can support feasibility, training, data accumulation, ionospheric monitoring, and SBAS message simulation. Operational SBAS service requires a different level of safety assurance, governance, procedure approval, spectrum protection, continuity commitment, and institutional ownership.
